Neil is een radartje in het wiel van de Amerikaanse oorlog tegen terrorisme. Hij is een zelfstandige drone operator die zijn werkdagen besteedt met het uitvoeren van geheime opdrachten voor de CIA en vervolgens terugkeert naar zijn gezinsleventje. Zijn privéleven komt echter op het spel te staan wanneer op een website van klokkenluiders wordt onthuld dat hij een aantal dodelijke drone missies heeft uitgevoerd. Een Pakistaanse zakenman is van mening dat Neil verantwoordelijk is voor de dood van zijn vrouw en kind en besluit hem op te sporen.
