In 1993 komen in Warrington (Engeland) twee jongetjes om bij een bomexplosie. Eén van hen is de 12-jarige Tim Parry, die een kaart voor Moederdag kocht. De levens van zijn ouders, Wendy en Colin, komen op hun kop te staan en beide ouders reageren verschillend op het verlies. Colin zoekt de publiciteit op en voert campagne, terwijl Wendy zich terugtrekt om om te gaan met haar verdriet. Susan McHugh is een huisvrouw uit Dublin. Zij ziet het verschrikkelijke nieuws over de bomexplosie op televisie en besluit te demonstreren tegen geweld. Zij en haar man Arthur krijgen daarna echter te maken met bedreigingen.
